The 2019–2023 Strategic Plan defines baselines, targets, and methodologies for implementation, risk management, and evaluation, supported by a detailed budget and SWOT analysis to strengthen institutional effectiveness and ensure sustainability in advancing human rights across Afghanistan. The Afghanistan Independent Human Rights Commission (AIHRC) envisions a just, democratic, and developed Afghanistan where human rights are respected and protected. Its mission focuses on monitoring, promoting, and safeguarding human rights through empowerment, accountability, investigation of abuses, and collaboration with civil society and government institutions. Guided by principles of dignity, justice, equality, freedom, transparency, and gender inclusivity, the Commission works to ensure fairness, participation, and legal protection for all Afghans, especially vulnerable groups.
The AIHRC is committed to environmental sustainability by minimizing its ecological footprint and adhering to international standards such as those set by the Intergovernmental Panel on Climate Change (IPCC) and the Paris Agreement. It prioritizes biodiversity preservation, clean air, protection of aquatic ecosystems, prevention of land degradation, and responsible waste management across all its operations. Through eco-friendly practices, sustainable construction, and community advocacy, the Commission ensures its activities support both human rights and environmental protection in Afghanistan.
