This Agreement establishes the South Pacific Regional Environment Programme (SPREP) as an intergovernmental organisation and defines its purposes, functions, powers, legal status, privileges and immunities and its internal organization. The purposes of SPREP are to promote cooperation in the South Pacific region and to provide assistance in order to protect and improve its environment and to ensure sustainable development. The SPREP shall operate on the basis of an Action Plan adopted from time to time by the SPREP Meeting. The Agreement sets out contents of the Action Plan.
