Azerbaijan’s NDC 3.0 sets out an economy-wide decarbonization strategy that encompasses all major sectors contributing to greenhouse gas emissions. It establishes ambitious reduction targets across power, buildings, oil and gas, transportation, industry, waste, and Agriculture, Forestry, and Other Land Use (AFOLU) sectors, with the goal of reducing emissions by 40% by 2035 compared to 1990 levels. The Baseline year has been shifted from 2016 to 2022 for more precise projections. Beyond mitigation, the framework seeks to bolster economic resilience and safeguard environmental sustainability, positioning climate action as a driver of long-term national development.
The NDC 3.0 outlines sector-specific mitigation plans and implementation roadmaps, highlighting the role of diverse stakeholders and the need for technological innovation. It lays out clear pathways, action plans, and enabling conditions designed to deliver measurable results. Financing is emphasized as a cornerstone, with both public and private investment, as well as international cooperation, deemed essential to mobilize resources at scale. By integrating these elements, Azerbaijan’s NDC 3.0 not only fulfills its Paris Agreement commitments but also reinforces national policies for sustainable growth and active participation in global climate action.
Azerbaijan’s decarbonization strategy envisions a broad transformation of its energy and industrial systems. Central to this effort is the transition from gas-fired power plants, machine drives, and heat sources toward electrification powered by renewable energy, ensuring that clean electricity becomes the backbone of the economy. Alongside this shift, the country aims to replace high‑emission fuels with sustainable biofuels, reducing reliance on carbon‑intensive energy sources and fostering a more resilient fuel mix. Complementing these measures, Azerbaijan plans to modernize operations by upgrading processes and introducing new equipment designed to reduce emissions. Energy efficiency also plays a critical role, with abatement achieved through lowering consumption of high‑emission fuels and optimizing resource use.
