This document sets out the national legal framework for granting and administering national and European Union support under the European Agricultural Fund for Rural Development for the intervention “Restoration of Biologically Valuable Grasslands” (code LA4.6.). The Regulation defines the objectives, scope, timelines, and governance of the intervention, which aims to improve the conservation status of grassland habitats and associated species, thereby supporting biodiversity and ecosystem restoration. Projects are implemented through open project calls, with a maximum implementation period of two years and an absolute deadline of 30 June 2029, and safeguards are included to prevent double financing from other support schemes.
The rules specify eligibility conditions for applicants and land, limiting support to farmers who manage land and are engaged in agricultural activity or long-term rural development commitments. Eligible areas must meet minimum size thresholds and consist of identified or potential grassland habitats of ecological importance, as documented in the national nature data system “Ozols.” Applicants are required to commission a certified habitat expert to prepare a grassland restoration plan, which must be approved by the Nature Conservation Agency. The plan details ecological assessments and restoration measures, such as removal of shrubs, soil preparation, reseeding with native species, or controlled grazing and mowing, tailored to achieve measurable habitat improvement.
Financially, the intervention provides support covering 90% of eligible costs, primarily through standardized unit costs per hectare for restoration activities and additional fixed contributions for infrastructure, equipment, and indirect costs. The regulation outlines which expenses are eligible or ineligible, allows for advance payments of up to 50% of approved public funding, and establishes procedures for project ranking, application, monitoring, and final payment. After completion, restored land must be incorporated into ongoing grassland management schemes, and authorities retain the right to recover funds if obligations are not met, ensuring long-term sustainability and compliance with EU and national rural development objectives.
