The Act establishes the Capital Markets Authority (CMA) as the regulatory body responsible for supervising, regulating, and developing Uganda’s capital markets. It empowers the CMA to license and oversee securities exchanges, intermediaries, self-regulatory organisations, and other market participants, ensuring fair, efficient, and transparent market operations. The Act sets out the CMA’s governance, powers, and functions, including rule-making, monitoring compliance, enforcing standards, and investigating breaches. It also provides mechanisms for approvals, licensing, revocations, appeals, and enforcement actions, including fines and penalties for non-compliance. Overall, the Act aims to protect investors, promote market integrity, and foster the growth of capital markets in Uganda.
