This Act amends the Climate Change and Disaster Survival Fund Act to strengthen and clarify the Fund’s institutional structure and financing mechanisms, particularly in relation to climate change adaptation and disaster recovery. It introduces a definition of “Request for Assistance” to align funding with formal Calls for Proposals, revises the Board’s composition to include key government officials and major contributors, and allows delegation of proposal assessments to a Technical Advisory Panel of experts. Financial amendments expand funding sources to include multilateral agreements, bilateral and foreign contributions, and community and individual donors, while allowing contributors to designate support for disaster recovery, rehabilitation, or climate adaptation.
