This Act establishes the legal framework for the continued operation of the Climate Change and Environmental Advisory Unit and assigns responsibility for the supervision and management of the Act, as well as climate change and climate finance matters, to the Prime Minister. It sets out definitions and objectives relating to climate change governance, including the development of national policies and plans, the coordination of climate‑related activities, and engagement in international climate processes as expressly provided for in the text.
It provides for the continuation of the Unit, the appointment of a Director, and the retention and management of staff. It defines the responsibilities of the Director, including advising the Prime Minister on climate‑related matters, administering the Act, overseeing committees, coordinating inter‑ministerial activities, and providing technical support on climate policy, climate finance, carbon markets, mitigation and adaptation measures, and related initiatives.
The Act requires the development, implementation, and periodic review of a national climate change policy and a National Adaptation Plan, including the possibility of sector‑specific plans. It assigns coordination and support functions to the Unit in relation to inter‑ministerial committees, national strategies, and international climate reporting, and provides for collaboration with ministries and departments in the implementation of climate‑related planning and actions.
The document establishes provisions on climate finance, including climate budget tagging, coordination with international climate financing entities, and the creation of a Climate Change and Environment Fund to receive and manage financial resources for climate‑related projects and initiatives. It sets out governance functions linked to international climate obligations, including oversight of carbon market activities and emissions‑related mechanisms, and provides for international coordination and the promotion of education, training, public awareness, and youth engagement in relation to climate matters.
