This Regulation compels the Member States to: (i) define evaluation questions and success factors to assess the criteria of effectiveness, efficiency, relevance, coherence, and Union added value, when evaluating their CAP Strategic Plans; (ii) use the key evaluation elements from and the recommended success factors in Annex I of this Regulation, when assessing the effectiveness of their CAP Strategic Plans; (iii) analyze if the CAP Strategic Plans’ effects or benefits were achieved at a reasonable cost, focusing on simplification for beneficiaries and administration, particularly regarding administrative costs and the use of digital tools and satellites, when assessing the efficiency of their CAP Strategic Plans.
The obligations of the Member States are laid down as follows: evaluations of CAP Strategic Plans during the implementation period; ex post evaluations of CAP Strategic Plans; drafting an evaluation plan in compliance with the minimum requirements set out in Annex II to this Regulation; reporting evaluation activities and findings to the Commission; assessment of the contribution of CAP Strategic Plans; making data available for evaluators to fulfil their monitoring and evaluation related obligations. This Regulation also lays down rules as regards data for performing the monitoring and evaluation of CAP Strategic Plans.
