This Complementary Law establishes procedures for the inspection and verification of conformity of forest products during commercialization and transportation, with the objective of strengthening oversight and control of products of forest origin. It defines inspection as a technical verification process intended to confirm the consistency between transported forest products and the fiscal and forestry documentation accompanying them. The law also authorizes the interstate transport of native forest products extracted in Mato Grosso to be subject to mobile, risk-based inspections conducted through sampling methods, prioritizing operations that present indications of irregularities, documentary inconsistencies, atypical transport patterns, monitoring alerts, or repeated non-compliance. The law further regulates the procedures to be followed when discrepancies are detected, requiring the preparation of an official technical report and, where necessary, the initiation of administrative investigations concerning the original forestry project. Inspections must be carried out by duly qualified public officials who are responsible for issuing inspection or verification records in accordance with applicable legislation. The measure explicitly preserves the State’s enforcement powers concerning the control of transport, storage, and commercialization of forest products, while maintaining existing documentation requirements and field inspection activities.
This Complementary Law repeals Complementary Law No. 235 of 2005 and Complementary Law No. 621 of 2019.
