This Law, comprising 76 articles, establishes the legal framework governing the creation, registration, management, supervision, and dissolution of cooperative associations in Lebanon. It seeks to promote economic and social development through collective action, particularly in sectors such as agriculture, production, marketing, consumer services, housing, and other areas where cooperation among members can enhance economic outcomes. Conditions for membership, including eligibility criteria, admission procedures, as well as members’ rights and obligations, are set out in Article 7. The establishment and registration procedures (Articles 8–15) define the objectives of cooperatives, their governance structures, and the documentation required for submission to the competent authority. The management of cooperative associations is governed by a General Assembly (Articles 20–22), which serves as the supreme decision-making body, and by a Board of Directors responsible for executive oversight. Financial resources, as defined in Articles 43–52, are designed to ensure the stability of cooperatives, with revenues primarily directed toward member benefit and institutional sustainability. Under Articles 39 and 40, cooperatives may operate in any field of human activity and are established to promote the interests of their members by facilitating and organizing their economic and social activities. This includes providing goods, services, inputs, and materials; improving the quality of products and services; and supporting the processing, packaging, marketing, and collective distribution of members’ production. Where a cooperative’s principal activity involves marketing members’ products, members are required to comply with provisions set out in the by-laws or annual contracts governing the marketing of all or part of their production, including appropriate guarantees or penalties to ensure compliance.
