The general principles of this Code is to establish a system of prohibitions, penalties, and correctional measures to deal with conduct that unjustifiable and inexcusably causes or threatens harm to those individual or public interest for which government protection is appropriate. This Act lays down provisions on the classes of crimes and violations; prosecution methods; general principles of liability and justification; and the authority of the court in sentencing. Part II addresses specific crimes, such as corruption, fraud, unauthorized disposition of any food commodity donated under any program of foreign government or of the Republic, and altering, damaging, or contaminating a water or sewer line.
