The Program of Socio Economic Development for 2026–2030, reviews the results of the previous five-year period, highlighting increased incomes, stable employment, controlled inflation, expanded housing availability, and improvements in education, healthcare, and technological sectors. The country reports progress in national well being, ranking positions in global development indexes, growth in GDP and exports, and advances in industrial capacity, high-tech sectors, and digital government infrastructure.
The Program outlines key challenges facing the country, including geopolitical instability, economic fragmentation, low technological diversification, modest innovation output, demographic decline, and regional disparities in quality of life. It emphasizes the need to strengthen export diversification, modernize industries, enhance private sector participation, boost investment activity, expand digital transformation, and address social issues such as aging population, low birth rates, and the need for higher-quality healthcare and education. The Program identifies seven national priorities, ranging from demographic security and human capital development to competitiveness, regional growth, and tourism.
To meet its strategic goal—achieving a new quality of life and building a competitive, technologically advanced, self sufficient state—the Program sets measurable indicators and detailed action plans across all sectors. These include expanding family support policies, modernizing medical infrastructure, improving vocational training, upgrading housing and transport systems, accelerating innovation and high tech industry development, strengthening energy independence, modernizing agriculture, advancing environmental protection, and enhancing defense readiness. Implementation will rely on state programs, coordinated actions of ministries, regional authorities, and integration of digital technologies across governance and the economy.
