This Decision authorizes the National Waste Prevention Program for the 2024–2030 period. It aims to separate national economic growth from the total volume of waste generated within the country. The Decision focuses on the highest level of the waste hierarchy to minimize the environmental impact of waste through the reduction of materials at their source.
It identifies several priority waste streams that require targeted intervention, including food waste, single-use plastics, and construction debris. Specific measures are outlined to encourage the reduction of packaging and to promote the reuse of industrial and household materials. These efforts are intended to limit the pressure on existing waste management infrastructure and to decrease the overall consumption of raw resources across various economic sectors.
Implementation of the program relies on specific regulatory tools such as extended producer responsibility and green public procurement. These mechanisms shift the obligation for waste minimization toward manufacturers and importers, requiring them to manage the lifecycle of their products more efficiently. Furthermore, the Decision introduces guidelines for public institutions to prioritize products that are durable, repairable, and generate minimal waste.
Monitoring and reporting duties are assigned to the ministry responsible for the environment to ensure the targets are met within the specified timeframe. The Decision provides a set of indicators to track the tonnage of waste prevented and the effectiveness of local waste reduction initiatives.
