This law creates a legal framework for declaring and lifting a state of imminent disaster, allowing the government to take early, anticipatory actions when credible threats are identified, even before an actual disaster occurs. It sets specific criteria and procedures for declaration, authorizes national and local authorities to mobilize resources, implement preparedness and risk-reduction measures, and coordinate response efforts in advance, and provides for the appropriation and use of funds to support these actions, with the overall goal of reducing loss of life, protecting livelihoods, and minimizing damage to property and the environment. These measures include issuing public advisories, prepositioning response teams and relief goods, conducting pre-emptive evacuations, mobilizing trained volunteers, providing social assistance to vulnerable populations, protecting agricultural production and food supply, and delivering technical support to address public health and safety risks.
