This Decree here sets the rules regarding the necessary planning elements, content, criteria for the preparation and method of preparation of plans for the protection and rescue of people, animals, property, cultural heritage and the environment in the event of natural and other disasters. The protection and rescue plan is based on an assessment of the risk due to a natural or other disaster and other professional bases, facts relevant for protection, rescue and assistance, as well as the estimated needs for forces and resources for protection, rescue and assistance for the rescue and protection of people, animals, property, cultural heritage and the environment in the event of a disaster, or the establishment of basic conditions for life after a disaster. The protection and rescue plan is a detailed idea of the implementation of protection, rescue and assistance in the event of an accident, which defines in more detail the necessary protective measures and the tasks of the plan implementers in accordance with their powers defined by law, which enables the organized and coordinated implementation of effective protection, rescue and assistance to reduce the consequences of an accident or to establish the basic conditions for life after an accident as quickly as possible. Protection and rescue plans are prepared for each type of accident separately or for several accidents together. In accordance with the idea of implementing protection and rescue from the previous paragraph, instead of protection and rescue plans, only individual parts of protection and rescue plans or documents for the implementation of protection, rescue and assistance tasks and protective measures can be prepared in accordance with this text.
