This Decree establishes the concession of the management of the Implementation Unit of the National Industrialization Programme of Mozambique (PRONAI) to the Mozambican Industrial Development Company (SODEIMO). Its main objective is to enhance and accelerate the national industrialization process by promoting modernization and diversification of the industrial sector, increasing competitiveness, and encouraging the use of local raw materials. The Decree aims to support economic growth through investment promotion, increased domestic production, and expansion of exports, particularly of processed and semi-processed goods, while ensuring that the management of the programme is efficiently organized through a concession model. To achieve these objectives, the Decree defines the rights, responsibilities, and operational framework of the concessionaire, including the management of PRONAI’s implementation unit, the identification and development of industrial projects, and the mobilization of financial resources. It also establishes mechanisms for coordination between the concessionaire and government institutions, sets performance monitoring and evaluation requirements, and ensures that the concession operates without generating financial liabilities for the State. Overall, the Decree seeks to strengthen institutional capacity, improve governance of industrial policy implementation, and foster sustainable industrial development in Mozambique.
