This Delegated Decree establishes the methods, limits and technical requirements of design and execution of cogeneration systems with high heat efficiency and energy in the industrial sector, powered exclusively by natural gas, in order to promote energy saving and efficiency, the containment of emissions of climate-altering and polluting gases, and compliance with high acoustic standards. To obtain a “high efficiency cogeneration” qualification (hereinafter referred to as CAR) the cogeneration must meet the technical requirements referred to in Article 3. Other provisions regulates: technical requirements for the design and execution of CAR systems (art. 4); limits on emissions of pollutants into the atmosphere and differential noise emission limits to obtain CAR qualification for high-efficiency cogeneration plants (art. 5). The authorization for the construction and operation of CAR systems is issued by the Authority of Regulation for Public Services and Energy.
