This Administrative Order (DENR AO No. 2025-36) establishes guidelines for processing Environmental Compliance Certificate (ECC) and Certificate of Non-Coverage (CNC) applications for projects on Boracay Island, in line with the State policy to protect a balanced and healthful ecology and to ensure that all developments are consistent with the island’s ecological carrying capacity and geohazard conditions. Applicable to existing, expansion, and new national government projects under the Philippine EIS System, and aligned with key legal instruments, the Order prescribes detailed submission requirements, including environmental assessment reports, land use and site documentation, proof of tenure, geotagged photos, geohazard and carrying capacity clearances, and relevant certifications from competent authorities. It also identifies eligible projects for CNCs and requires manual filing for such applications. The Order further sets mandatory environmental safeguards (e.g. wastewater and solid waste management), institutional coordination in the EIA review process, processing timelines, fees, and compliance obligations, including the prohibition on commencing projects without the required approvals, and contains standard separability clauses.
