This Directive sets rules for procurement procedures involving concessions awarded by contracting authorities and entities when the estimated value meets the threshold in Article 8. It applies to works or services concessions granted to economic operators by these authorities or entities for activities listed in Annex II, subject to Article 346 TFEU. It does not affect internal arrangements within Member States that transfer powers and responsibilities for public tasks without remuneration, as these are considered matters of internal organization.
