The purpose of this Decree is to prescribe matters mandated by the Fishing Ground Management Act and matters necessary for the enforcement thereof.
Overseen by the Ministry of Oceans and Fisheries, the Decree mandates cooperative planning between state and local administrative authorities to protect marine ecosystems and sustain long-term aquaculture productivity. To implement these objectives, the Decree regulates the formulation of master and implementation plans, environmental surveys, and an integrated information network. It establishes clear protocols for designating management areas threatened by oxygen depletion or disease, aligning license expiration dates during simultaneous renewals, and organizing coordinated fallow periods for contaminated waters.
