This Administrative Order (DENR AO No. 2026-09) establishes enhanced guidelines for issuing Environmental Compliance Certificates (ECCs) for offshore wind (OSW) projects under the Philippine Environmental Impact Statement (EIS) System, positioning OSW as part of the blue and green economy while addressing environmental and social risks. It defines procedures across all project phases, requires environmental assessment reports and detailed post‑ECC management plans, and mandates application of the mitigation hierarchy, cumulative impact assessment, financial assurance, and multi‑agency coordination. The Order also sets review processes, monitoring and compliance mechanisms, stakeholder engagement requirements, fees and sanctions, and integrates these procedures with existing regulations and transition arrangements.
