The present Act applies to activities mentioned in Annex I that fall under the scope of the EU emissions trading system and to the greenhouse gases mentioned in Article 2. The Environmental Agency shall be the competent authority according to this Act and be in charge of the implementation of the Act with regard to the EU emissions trading system.
