This Executive Decree establishes terms and conditions governing the granting of credit by the Development Bank of Angola (Banco de Desenvolvimento de Angola - BDA) to the agriculture and livestock sector. The main objective of the decree is to regulate the financial framework applicable to such credit operations, particularly by defining the applicable interest rate regime and setting maximum limits on the total cost of credit. It aims to harmonize lending conditions in order to reduce borrowing costs and improve access to finance for productive activities, while ensuring alignment with national policies promoting the real economy and agricultural development. The decree further seeks to stimulate national production and enhance food security by facilitating access to affordable financing for agricultural and livestock activities. It establishes provisions for the application of these financial conditions to existing and new credit operations, and introduces monitoring and reporting mechanisms to assess their economic impact, including effects on production, employment, and financial performance. Overall, the decree aims to support sustainable economic growth in the agro‑livestock sector, strengthen regulatory coherence, and ensure the financial sustainability and effectiveness of public policies aimed at boosting domestic production
