These Regulations lay down rules for the management and protection of coastal marine resources to ensure their sustainable utilization for the benefit of l-Kiribati people; the community participation in fisheries management through recognising and enforcing community-based fisheries management plans; and data collection through the establishment of a registry of licensed fishing vessels and reporting obligations. The conservation and management measures are set out in Part III, addressing (I) prohibited fishing methods and gears, (II) use of an anchored fish aggregating device in coastal waters, (III) minimum sizes for certain species, (IV) protection of species, and (V) area and time restrictions. Part IV sets forth the procedures and principles for fishing and trade licence for designated coastal fisheries to fish and export or trade in a designated coastal fishery for commercial purposes. Furthermore, all vessels that are licensed under these Regulations and engaged in coastal fisheries shall be registered.
