This Government Decision establishes the purpose, structure and procedures for maintaining a unified register covering all lands and complexes that form part of the state protected natural areas fund, regardless of their classification or ownership. The register is defined as an autonomous and mandatory system of accounting that describes and maps these lands on cartographic and topographic plans and provides standardized information on their legal status, ownership, location, quantitative and qualitative parameters, ecological value, protection regime, scientific and recreational significance, and land use restrictions. The Regulation assigns overall organization, coordination and control of cadastral work at the national level to the central environmental protection authority. A data bank for the register is to be formed and stored within the Institute of Ecology and Geography, a subdivision of that authority. The document specifies that registered data collection and accounting are organized at three levels: nationally by the central environmental authority, at district level by district authorities in whose territories protected areas are located, and at local level by mayoralties and landowners within protected objects and complexes. State authorities and physical and legal persons who own or manage protected objects and complexes are obliged to provide, free of charge, all necessary information for the register. A General Scientific Council of the Fund of Natural Areas Protected by the State, created under the central environmental authority, coordinates organizational and scientific work related to the register. The Regulation further provides that technical and economic information on protected natural areas is to be systematized in registered records, including registered plans or schemes for each object and complex. A register is to be compiled once every ten years, containing systematized information and brief standardized descriptions of each category of protected objects and complexes. For protected areas located within the forest fund, forest plans must graphically depict land location, division into plots and sub plots, and the main forest forming species. Financing for the establishment and maintenance of the register is to be provided from the National Environmental Fund, other environmental funds, subsidies from foreign and local donors, and budgetary resources allocated to the institution responsible for the register. The General Scientific Council determines the composition of registered data, the information to be made public, and the procedure and timelines for updating and editing the register.
