This Guide explains the steps in the process an applicant must take to obtain an Environmental Impact Assessment (EIA), before carrying out an environmental project. The Guide describes the procedures to be carried out to ensure compliance with the Environmental Framework Law, and the different steps to be implemented by the environmental authority. The Guide defines: environmental impact assessment; environmental planning; environmental management plan; environmental monitoring plan; licensing authority. The Guide divides the EIA process into the following phases: screening phase; scoping phase; environmental impact analysis phase; assessment phase; decision-making process. The Guide highlights the importance of public participation during the phases of the process.
