The Implementation Plan of the Congolese Strategy for the Blue Economy (2025–2030) outlines a comprehensive framework to harness the Democratic Republic of Congo’s (DRC) aquatic and maritime resources for sustainable development. Aligned with the African Union’s Agenda 2063 and the AU-IBAR Blue Economy Strategy, the plan focuses on six thematic areas: (1) fisheries, aquaculture, and aquatic ecosystem conservation; (2) maritime transport, trade, and ports; (3) coastal and maritime tourism; (4) sustainable energy and mineral resources; (5) governance, employment, and financing; and (6) maritime security and safety.
Key objectives include optimizing fisheries production, modernizing port infrastructure, promoting eco-tourism, and fostering cross-sector collaboration to drive inclusive growth. The plan emphasizes capacity building, regional cooperation, and innovative financing mechanisms (e.g., blue bonds) while addressing challenges such as climate resilience, environmental degradation, and maritime crime. Structured around actionable targets, timelines, and stakeholder roles, the implementation plan aims to transform the DRC’s blue economy into a pillar of economic diversification, food security, and environmental sustainability by 2030.
