This Law provides for: developing a new support regime for electricity generation plants from renewable energy sources and from high efficiency cogeneration of electricity and heat, compatible with the guidelines of the European Commission; promoting the reform of the support regime for electricity generation from renewable energy sources and from high efficiency cogeneration of electricity and heat, in order to achieve the gradual integration and participation of electricity generation plants in the electricity market; improving exploitation of the domestic electricity generation potential from renewable energy sources, in order to protect the environment, diversify the national energy mix, ensure the security of energy supply and strengthen and develop the national economy; achieving national energy targets; developing and implementing the support scheme for electricity production from renewable energy sources within the framework of the European Union's unified policy for tackling climate change; improving energy efficiency. The Law defines the following relevant terms: competitive bidding procedure; representation declaration; innovative projects involving renewable energy sources; representation agreement. Matters covered by this Law include: methodology for calculating the special market price for renewable energy sources and high efficiency cogeneration of electricity and heat; competitive bidding procedures for power plants; monitoring mechanism for the support regime for electricity generation plants; special measures concerning distances of power plants from watercourses; provisions for regulating supply and distribution sector in the natural gas market; preparation of a Strategy for Adaptation to Climate Change, and regional Climate Change Adaptation Plans.
