This Law regulates the establishment, organization and management of the Advisory System for Agriculture and Rural Development, the manner of providing advisory services, the conditions for registration of advisors, the conditions for registration and licensing of advisory service providers, the maintenance of registers of advisory service providers and advisors, as well as other issues related to the implementation of the Advisory System for Agriculture and Rural Development.
The text is divided into seven main thematic Chapters and a total of 28 articles. Titles of theses Chapters are as follows: I. General provisions; II. Organizing and managing the advisory system for agriculture and rural development; III. Consulting services and their organization; IV. Financing; V. Supervisions; VI. Penalty provisions; VII. Transitional and final provisions.
The Advisory System for Agriculture and Rural Development is established in order to raise and improve the level of knowledge, skills and capacity of agricultural holdings and other natural and legal persons engaged in agricultural production and processing of agricultural products by providing advice on implementing good agricultural and environmental practices and sustainable agricultural development, improving competitiveness in agriculture, using innovations in the development of agricultural and food markets, applying new technologies for precision agriculture and information technology in agricultural production, promoting the development of entrepreneurship and rural businesses, mitigating and adapting to climate change, taking care of biodiversity and the environment, public health, animal health and welfare, as well as the measures and activities set out in the annual programs for financial support for agriculture and rural development in the Republic of North Macedonia. The organization and management of the Advisory System for Agriculture and Rural Development shall be carried out by the Ministry of Agriculture, Forestry and Water Management.
This text is also aligned with the provisions contained in the Regulation (EU) No. 1306/2013 of the European Parliament and of the Council on the financing, management and monitoring of the common agricultural policy and repealing Council Regulations (EEC) No. 352/78, (EC) No. 165/94, (EC) No. 2799/98, (EC) No. 814/2000, (EC) No. 1290/2005 and (EC) No. 485/2008.
