This Law regulates the requirements for environmental protection that must be met by packaging in general during its production, placing on the market and putting into use and the treatment of packaging waste. This text is covering the obligations and responsibilities of economic operators and other entities participating in the production process, placing on the market and putting into use of packaging, collection rules, re-use, processing and disposal, as well as other conditions for packaging deriving waste treatment, including reporting and economic instruments to achieve national purposes for collection and processing of packaging waste. Chapter VI sets penalty provisions. In accordance with the principle of sustainable development, the objectives of this Law are: to prevent the generation of packaging waste; to reduce the quantity of packaging waste; to reduce and limit the use of harmful metals and substances in packaging; to reduce the toxicity of packaging waste; to prevent or reduce the negative impact on the environment from waste from packaging and to ensure a high degree of environmental protection; to achieve a high level of reuse of the packaging; to achieve a high level of recycling and other types of processing of such packaging waste and reduction of final packaging waste disposal; to provide conditions for the establishment of return systems, selection, collection, reuse, processing and recycling of packaging waste; to provide conditions for the establishment and development of a processing market and packaging waste recycling; to ensure an equal market position between domestic and foreign legal and individuals and to avoid and remove trade barriers that may disrupt related market relations.
