Legislative Decree No. 134/2022 reorganizes Italy’s national system for identifying and registering animal operators, establishments, and animals. It aligns domestic law with EU Regulation 2016/429 on transmissible animal diseases and animal health. The decree establishes a centralized digital database managed by the Ministry of Health to ensure traceability of animals and related activities. Operators—including those managing animal facilities, transporting animals, or handling germinal products must register in this system before starting operations. They are required to maintain accurate records, report changes, and notify authorities of incidents such as theft or loss of animals. Animals entering Italy or moving within the EU must carry identification certificates to ensure traceability. Authorities are empowered to block the movement of animals if registration and identification requirements are not met. The Decree also introduces obligations to support animal welfare, data accuracy, and administrative transparency.
