These Measures aim at supervising and managing river discharge outlets, to control pollutant discharge and protect water ecosystems. It defines responsibilities across government levels, assigns liability to discharge entities, and introduces a classification system (key, simplified, general) to enable differentiated and more efficient oversight.
More specifically, the Measures regulate approval and registration procedures, prohibit outlets in sensitive areas, and requires monitoring, reporting, and maintenance by responsible entities. The Measures mandate systematic inspection, data-driven supervision, emergency response measures, and digital monitoring systems.
In addition, the Measures emphasize accountability, public transparency, and coordinated governance to ensure effective pollution control and continuous improvement of water environmental quality.
