This Nigerian Blue Economy Strategy, aligned with African Union Agenda on Blue Economy, was consolidated prepared on the basis of the following five detailed thematic areas considered crucial to the Nigerian Blue Economy growth: 1) fisheries management and conservation, aquaculture, and sustainable ecosystems; 2) shipping and transportation, trade, ports, maritime security, and enforcement; 3) blue tourism, climate change, resilience, environmental protection, infrastructure; 4) sustainable use of energy, mineral resources, innovative industries; 5) governance, poverty eradication, and innovative financing. The Strategy represents the opportunity for the nation to harness the potential for sustainable and inclusive development in Nigeria and to maximise opportunities for a more evolved and effective Blue Economy in the country. Covering the time frame 2025- 2030, this Strategy concerns the relevant Nigeria's blue economy components, including activities, implementation timelines, intended outputs, means of verification, and actors, and specifies coordination mechanisms at national, state, and local government levels.
Concerning specific objectives and actions of each thematic area, the Strategy focuses on: strengthening importance of sustainable fisheries and sustainable aquatic ecosystems; improving the livelihood of fishing communities and artisanal fishermen for sustainable development; ensuring social inclusion and resilience and safeguarding natural capital and investment; promoting full implementation of Nigerian maritime legislations; enhancing the coordination bodies of the Blue Economy in Nigeria; ratifying international conventions and various regional and sub-regional agreements on maritime transport and international trade; promoting the safety of navigation and cargo clearance at Nigerian ports; improving the ease of doing business at Nigerian ports, making the ports more user-friendly; development of the coastal and marine sector in compliance with environmental protection, in order to promote integrated and sustainable blue tourism; creating a conducive regulatory environment for the development and application of sustainable blue energy; promoting the Nigerian Blue Economy to drive economic transformations.
