This Act, consisting of six Parts, establishes the North Central Development Commission, as a body corporate, whose powers and functions are the following: formulating policies and guidelines for the development of the North Central States; planning and implementing projects and programmes for the sustainable development of the North Central States in the field of transportation, including roads, health, education, employment, agriculture, industrialisation, housing and urban development, water supply, electricity and telecommunications; promoting the physical development of the North Central States, and implementing all the measures approved by the Federal Government and the Member States of the Commission for its achievement; assessing any project being funded or carried out in the North Central States by mineral extracting and mining companies, oil and gas producing companies, and any other company, including nongovernmental organisations, and ensure that funds released for such projects are properly utilised; addressing ecological and environmental problems that arise from the extraction and mining of solid minerals, exploration of oil minerals, in order to prevent and control oil spillages, gas flaring and environmental pollution. The Act also provides for financial measures and establishes the funds of the Commission.
