This Order approves an Emergency Plan that sets out measures to be applied in cases of suspected or confirmed outbreaks of avian influenza in birds and, where relevant, in mammals. It establishes a national framework for the detection, notification, and control of the disease, including procedures for sampling and laboratory diagnosis, epidemiological investigation, and reporting obligations, including notification to international organizations. It also defines the responsible authorities and coordination mechanisms at central and local levels for the management of disease outbreaks.
The Plan provides for the implementation of control measures such as the establishment of quarantine and restriction zones, regulation of movements, depopulation of affected poultry, and cleaning and disinfection of premises, equipment, and vehicles. It includes provisions on biosecurity requirements at farm level, surveillance and monitoring activities, as well as the allocation of resources, organization of training, and public information measures. It further specifies operational arrangements for crisis centres and the involvement of relevant institutions in prevention and response activities.
