This Decree has been prepared for the purpose of establishing the procedures and principles governing the support of micro, small and medium-sized enterprises (MSMEs); the creation of alternative sources of income in rural areas; the strengthening of the rural economic infrastructure; the promotion of the adoption by producers of new technologies developed for agricultural activities; the support of data-driven production and smart agriculture applications; the enhancement of the effectiveness of ongoing rural development initiatives; and the support of rural development investments incorporating new technologies. It covers investments to be undertaken between 1 January 2026 and 31 December 2026 within the framework of the Rural Development Investment Programme by natural and legal persons—giving priority to agricultural organizations, women entrepreneurs, and young entrepreneurs—in relation to agriculture-based activities. The subjects of investment to be supported include processing, packaging, and storage of agricultural products; agricultural production; aquaculture; processing, packaging, and storage of animal and plant-derived fertilizers; shared machinery park for agricultural organizations; beekeeping; digitalization in agriculture, data management, and smart farming applications; artificial intelligence-based decision support systems and production monitoring technologies; use of robotics, automation, and image processing systems in agriculture; silkworm farming; and water-saving agricultural irrigation systems.
