The purpose of the provisions contained in these Rules is to: a. ensure transparency of Government procurement through the application of standard procurement procedures; b. achieve uniformity of procurement procedures in the Government Agencies; c. achieve economy and efficiency in the procurement of goods, works, and services; d. ensure fair and equal access to the suppliers, consultants, and contractors for the award of contracts for the supply of goods, services or works. These Rules shall apply to all the Government Agencies.
The registration system is established to limit the waste of time caused by the repeated qualification of bidders for similar procurements and to ensure a continued pool of suitably qualified suppliers and contractors. The Registering Authority shall protect the technical or trade secrets of the applicants disclosed during the process of registration. In case of works with estimated value of not more than Nu. 1.5 (one point five) million, the work can be awarded to the local community as per the Community Contract Protocol developed by competent authorities.
