The Provisions on the Administration of Road Transport of Radioactive Materials regulate the road transport of radioactive materials in China with the objective of protecting public safety, human health, and the environment.
The Provisions establish a licensing and regulatory system for the transport of radioactive materials, classify such materials according to their potential radiological impact, and assign management responsibilities to transport authorities at different levels. More specifically, the Provisions prescribe qualification requirements for transport operators, vehicles, equipment, personnel, safety management systems, and transport permits. They regulate transport operations, including packaging, labeling, vehicle marking, radiation monitoring, emergency preparedness, security measures, personnel training, occupational health protection, and insurance requirements. The Provisions also establish inspection, supervision, inter-agency coordination, and administrative penalties for violations.
