This Regulation establishes the framework of conditionality for agricultural holdings in Slovenia under the Common Agricultural Policy Strategic Plan 2023–2027. It defines the mandatory obligations that beneficiaries of CAP support must observe to remain eligible for direct and rural development payments. These obligations encompass statutory management requirements (SMRs) and good agricultural and environmental conditions (GAECs), addressing areas such as public health, plant and animal health, animal welfare, environmental protection, soil conservation, water management, biodiversity preservation, and the maintenance of permanent grasslands and landscape features.
It specifies the procedures for control, monitoring, and verification, assigning responsibility to competent authorities for administrative checks, on-site inspections, and data-based monitoring systems. It establishes mechanisms for identifying non-compliance, classifying irregularities, and applying reductions or recovery of payments in proportion to the nature of the violation, distinguishing between intentional and unintentional non-compliance. Transitional provisions accommodate obligations spanning multiple CAP programming periods, ensuring continuity of compliance.
Finally, this Regulation functions as a legal prerequisite for payment entitlement, linking access to CAP support with adherence to established environmental, agricultural, and statutory standards. It integrates national law with EU CAP conditionality requirements, providing a set of rules to govern agricultural practice and safeguard public, animal, and environmental interests in Slovenia throughout the 2023–2027 programming period.
