This Regulation governs “mixed products” made from minced animal raw materials or combinations of minced animal and plant ingredients, covering such products in fresh, preserved, or otherwise processed forms. It gives the Food Safety Authority authority to issue supplementary rules, grant exemptions where compatible with international obligations (including the EEA Agreement), and enforce compliance. The regulation also imposes a specific labelling requirement: pre-packaged mixed products must indicate their fat content. Violations may result in penalties under the Norwegian Food Act.
