This Resolution aims primarily to authorise and enable public expenditure and contracting procedures necessary to relaunch and execute international public tenders for strengthening photovoltaic energy production systems used in water mobilization on the island of Santiago. This objective responds to Cabo Verde’s persistent water scarcity and climate‑related vulnerabilities by promoting renewable energy solutions that improve the efficiency of water capture, pumping, and distribution infrastructures. The resolution builds on financial cooperation mechanisms established between Cabo Verde and Portugal, particularly through the Climate and Environmental Fund, to secure funding for renewable energy projects that reduce dependence on fossil fuels and enhance climate resilience. The Resolution also aims to delegate contracting authority and formal responsibilities to the Agência Nacional de Água e Saneamento (ANAS), enabling it to manage expenditures up to the defined ceiling and to execute all steps required for international procurement. This includes three major tenders covering photovoltaic system installation, construction of an operational management center, and consultancy services for technical supervision.
