This Law lays down the procedures and provisions to be applied during states of emergency, including the declaration of a state of emergency in the event of (a) a natural disaster, epidemics, or a severe economic crisis; (b) the emergence of serious signs of widespread acts of violence aimed at overthrowing the free democratic order established by the Constitution or fundamental rights and freedoms; or the serious disruption of public order due to acts of violence. It covers the financial, property, and labour obligations imposed on citizens during states of emergency declared in cases of natural disaster, epidemics, or severe economic crisis. It also covers the provisions regarding the extent of the restriction or suspension of fundamental rights and freedoms, determination of measures required by the situation to be taken, the powers to be granted to public service officials, the changes to be made to the status of officials, and emergency administrative procedures, which apply separately to each type of state of emergency.
