This Act prescribes the discipline of sugar cane production and sale in Namibia. In particular it provides for: determination of terms of agreements, rights and obligations between growers, millers and refiners and publication thereof; grower or miller to whom no quota assigned under agreement or determination; power of Minister to prescribe sugar prices, maximum output of white sugar and grade of sugar to be sold at fixed; penalties.
