These Rules and Regulations provide for regulation and management of surface collection and dredging activities for sand, stone and boulders, in line with the Mines and Minerals Management Act, 1995. Chapter 1 contains the title, commencement, extent, scope and objectives. Chapter 2 lays down the powers and functions of the Ministry of Energy and Natural Resources and the Department of Geology and Mines. Chapter 3 makes provisions for surface collection and dredging of stones and boulders from various places such as reserved forests, community forest, protected areas, private lands, riverbeds and road right of way. Chapter 4 contains provisions in respect of eligibility and mode of allotment for surface collection and dredging for commercial purpose. Chapter 5 pertains to the surface collection of stones and boulders for rural use and chapter 6 for mitigation activities. The rules and regulations in respect of lifting stones and boulders from road right of way and riverbeds, surface collection and dredging of sand, and transport and sale of sand stones and boulders, are also provided. The department shall inspect and monitor the surface collection and dredging sites every month and the permit holder must maintain records and submit reports as required by these Rules and Regulations.
