The 13th Five-Year Plan (FYP) provides for the strategy and framework for accelerating the economic growth and sustainable development of Bhutan. The theme of the FYP is Transforming the Agrifood Sector for Economic Growth and Sustainable Development. It consists of five chapters: 1. Context Setting; 2. Strategic Framework for the 13th Five-Year Plan; 3. 13th FYP Projects; 4. Monitoring, Evaluation and Reporting; and 5. Partnerships and Collaborations.
Chapter 1 contains the background of Bhutan’s agricultural sector, the vision, mission, objectives, mandates and functions under the FYP. The mission is to ensure sustainable social and economic wellbeing of the Bhutanese people through adequate access to food and natural resources. The objectives include enhancing food and nutrition security, and sustainable rural livelihood. Chapter 2 provides the strategic framework for the FYP which is aligned with the goal of being a high income nation driven by innovation and sustainability. The key strategies involve facilitating private sector development and participation, investment in the strategic infrastructure development, and investing in traditional growth drivers and new sources of growth. The sectoral and national programmes are mapped along with project-wise resource allocation.
Chapter 3 discusses in detail the five projects identified under the FYP: 1. Promotion of large-scale commercial farming; 2. Building resilience of smallholder farmers; 3. Promotion of high-value products for export markets; 4. Enhancing ecosystem services from sustainable and resilient biodiversity; and 5. Improving business ecosystem. The objectives for relevant departments for each project are laid down. Chapter 4 provides for the monitoring and evaluation framework. Chapter 5 focuses on partnerships and collaborations with stakeholders which include government agencies, non-governmental organizations (NGOs), research institutions, private sector entities, development partners, international organizations, and local communities.
