The purpose of this Act is to protect man and the environment from the harmful effects of hazardous substances and preparations, in particular to identify them, avert them and prevent their occurrence. The Act consists of 31 articles divided into 8 sections of which the most important are: Notification of new substances (sect. 2). This section concerns Compulsory notification (art. 4); Exemptions from compulsory notification (art. 5); Contents of notification (art. 6); Evidence of basic testing (art. 7); Reduced notification (art. 7a); Procedure following receipt of notification, placing on the market of the notified substance (art. 8); Additional testing, level 1 (art. 9); Additional testing, level 2 (art. 9a); Special provisions for importer notifications (art. 10); Powers of the notification authority (art. 11); Notification authority, evaluation (art. 12). Classification, packaging and labelling of hazardous substances, preparations and products (sect. 3). This section deals with Compulsory classification, packaging and labelling (art. 13); Power to issue classification, packaging and labelling provisions (art. 14); Obligations of distributors (art. 15); Indications of dangerous properties in advertising (art. 15a). Duties to inform (sect. 4). This section pertains to Duties to inform in the case of notified substances (art. 16); Duties to inform in the case of new substances exempted from compulsory notification (art. 16a); Duties to inform in the case of new substances which are not put into circulation or only put into circulation within the European Economic area (art. 16b); Duties to inform in the case of existing substances (art. 16c); Duties to inform in the case of preparations (art. 16d); Information for the Information and Treatment Centres for Toxic Contamination's (art. 16e). Powers to impose bans and restrictions, as well as measures to protect employed persons (sect. 5). This section deals with Bans and restrictions (art. 17); Poisonous animals and plants (art. 18); Measures to protect employed persons (art. 19). Good Laboratory Practice (sect. 6). This section contains Good Laboratory Practice (GLP) (art. 19a); GLP certification (art. 19b); Reporting (art. 19c); Supplementary provisions (art. 19d). Two Annexes are enclosed. Articles 3b, 11, 12, 15,15a, 16-16c, 20a are deleted.
