The present Emergency Management Act (EMA) provides the legislative framework for local and provincial management of emergencies and disasters. In particular, the Act outlines the roles and responsibilities of the Minister of Municipal Affairs, the provincial government, and local authorities. Furthermore, the Act provides the authority for the granting of additional powers during a state of emergency or a state of local emergency and governs the coming into force, expiration, and termination of these states of emergency. The text consists of 29 sections divided into 3 Parts as follows: General (1); State of emergency (2); Liability protection for emergency service providers (3).
