The present Act establishes the legal framework for safeguarding Germany’s energy supply during crises by empowering the government to take rapid regulatory and administrative measures. It authorizes the issuance of emergency ordinances, ensures compliance with international and EU obligations, and enables data collection, coordination with organizations, and administrative enforcement to stabilize energy supply. The law also outlines compensation mechanisms and hardship relief for affected parties, penalties for violations, and procedures for implementing and supervising emergency actions. In exceptional situations, it permits stronger interventions such as state trusteeship or expropriation of critical energy infrastructure companies, as well as price-adjustment mechanisms in response to reduced gas imports. The act concludes with monitoring provisions and final rules governing its implementation and entry into force.
