There shall be an environmental plan to be submitted by proponents to the Minister regarding each proposal which in the opinion the Minister may have significant environmental implication. The plan shall be as prescribed by section 4. The Minister shall cause to be prepared and issued general guidelines for the preparation and content of environmental plans. Local authorities shall report to the Minister on proposals that may have a significant environmental impact and such authorities shall not approve projects that require environmental plans. Sections 13 and following provide for the assessment of environmental plans submitted to the Minister. The National Executive Council may, for reasons of further investigation, establish a Board of Inquiry or refer the assessment to National Planning Committee. The Minister shall give written notice to the Provincial Administrator of the province affected, of the decision of the National Executive Council. The Director of the Office of Environment and Conservation shall keep a register on plans submitted and relevant assessments and decisions (sect. 26).
