This Regulation defines the undesirable substances in animal feed and lays down the microbiological criteria (for certain micro-organisms) in animal feed of non-animal origin (all principles of animal feed safety).
The rules here prescribed shall apply on all feed business operators that are engaged in the activities of production, manufacture, processing, storage, transport and distribution of animal feed, including imports and export of feed from foreign countries.
The rules here adopted are further in accordance with the provisions of the following documents of the European Union: Directive 2002/32/EC of the European Parliament and of the Council of 7 May 2002 on undesirable substances in animal feed, and its amending Commission Regulation (EU) 2015/186 of 6 February 2015 (amending Annex I regarding the maximum levels for arsenic, fluorine, lead, mercury, endosulfants and seeds of Ambrosia); Commission Recommendation of 17 August 2006 on the presence of deoxynivalenol, zearalenone, ochratoxin A, T-2 and HT-2 toxins and fumonisins in products intended for animal feed; and Commission Recommendation of 27 March 2013 on the presence of toxins T-2 and HT-2 in cereal and cereal products.
The Annex is an integral part of this Regulation.
